Steam charge... i find it self destructive. Maybe make it such that it constructs with two work tokens instead, taking 2 turns to become fully made. You can then place em at all the fun places like choke points, other flux wells, etc.
And it explodes upon destruction, like putrid!

Steam Charge is good. at the very least it dims there creature for a couple rounds while they destroy it before it constructs. It is also good if you spatial disjunction another building and then drop it and run.
Anyway buffs in general...
Yeah there are some cards that are obviously weaker than others and I do think if we can't add cards to make them better than eventually they will get buffed.
It will happen over time though.

I believe it is OK to have cards that are adverage. Nothing wrong there, commons will always be cheap cos they are... um, common. And a 2/3/3/4/0 creature is not gona raise eyebrows nor lots of gold, but would be possibly a much used creature at XX3 and thus a good thing.
But I believe (with few exceptions), every card should be strong or useful on its own self(aka wanted!), and snyergise well with other cards to be great. Exceptions will be like toothless mastadon, which requires you to be able to kill it with other "cards".
