I don't think you should be able to cast misscribed circle on a creature enchanted with living monuments for two reasons:

(1) Misscribed circle's description says that any creature that ends an action on it will be transported elsewhere: the creature enchanted with living monument hasn't ended any action on the circle because the creature was in that location first

(2) The creature also counts as a building and is therefore immune to misscribed circle.
