I think there should be a one hex min movement, but perhaps have some creatures cannot move into, like the crushing wheel shouldnt have an issue with forest, but mountains and swamps it makes sense it should go into, i think this issue of movement usualy comes from the MF as i havent had much issue with it elsewhere

Movetypes would solve this for the crushing wheel - simply give it 1 MP and make it pay 1 MP for most terain... but mountains and swamp cost, say, 99 MP thus it can never hope to enter them.
