this isn't a bug. read fear, it applies to the domain of the creature it's cast on. so anything except neutrals are afraid of poor old toothless.

Unless they changed it, fear specifically says [or used to say...] it only affects LIVING creatures of other domains. I've been known to miss an update here and there though, so I may be wrong.
