I think I've managed to replicate it (unwittingly and unwillingly). What seems to happen is that if I hit the autopass button just before the opponent passes the turn, I'll autopass in the next round too.
In other words, the opponent passes second, but gets to go first in the next round.
But that isn't all. When the autopass bug happens, the button remains to show "pass all" rather than "unpass all", as if I wasn't autopassing when I in fact was. Another strange thing is, if I press "pass all" then click button again to "unpassall", I can have my turn back even though the opponent essentially passes second. To illustrate what I mean, here's what happened when I played with headshot.

Turn N+1 headshot has first move - he moves a scout headshot still has his turn - I tell him to WAIT! and explain that the bug has kicked in. He tells me he has no more moves, so he passes. I toggle the autopass on and off again with the "pass all"/"unpass all" button. I get my turn back
While the bug is mostly bad for me... it has come up pretty useful on one occasion, where me and angelatheist were both nearly running out of game time. I managed to activate the autopass bug, probably by very quickly clicking "pass all" after I pass. Since angel immediately passed to save time, the bug kicked in for me. I didn't have to click anything, and I was passing automatically throughout the turns. He ran out of time first even though I had less of a 'head start'.
Another thing I noticed in that incident was that the bug fixed itself after a while, because after about 8 rounds of autopassing, I had to manually pass again.
