It still says phantoms can not be used.

I think they still can't? I know I tried to use a deck that had my phantom Ivory Tower in it and it didn't take it.

I use phantoms all the time. I never use too many though, for instance last ec I played 2 phantoms. I think there was a bug if you used too many though.

It also has something to do with deck size.
