Problem 1: In a recent game against the Sars, I successfully cast Drake Lair on my Reef Chamber construction site - even though Drake Lair says "enchant your completed building".
Problem 2: Even though the construction site turned neutral, the resulting Reef Chamber was mine. This will be irrelevant once the first problem is fixed, but it might be worth looking into - in case a future card can change control of buildings.

Actually, you can switch control of buildings with Awaken Stones/ Call of Korkoth and Possesion or Charm.
