 Post subject: wayward alp

When I stack two wayward alps on top of each other, and use them to move a building on to a water hex and move the WA away from the hex, leaving the building there, it often takes tome turns before the hex turns back to water.

sounds similar to my case

but I've used Whorls, so I'm not completely sure if it's the same ..
