I enchanted a Dust Devil with Psychotic Break. It moved around, always approaching the nearest figure, but it never attacked, even when that figure was in desert.

May be there was figures closer to it, but not in desert?
Broken creature always tries to attack nearest creature, even it it is not valid target.

Slightly out of topic:

If there are several creatures in nearest range, does it randomize which one to attack? I've seen behaviour that looked like it kept going for the same creature as last turn, as long as nothing else is closer. (It could very well be coincidence though.)

Does it matter if the terrain makes one of them faster to get to?

No, at least some of the time, there was a Psychotic Ulg Turtle that was picking away at the Dust Devil (while standing on the desert). Other times, there was a building on desert within 3 hexes, and nothing else in the vicinity.

2 Dublone1870 Whenever card says closes, but says nothing about several close entities oldest entity used.

Well, I tested that in game and some different cases and also checked code - everything works as it should.
