I selected Xosan Heresiarch on screenshot, Thistle Falcon just attacked my graveyard, but I was't able to attack it. All hexes under figures is plains.

nothing abnormal there, he doesn't have the speed to get close enough and attack (remember creatures have to move around buildings) |
