This has happened to me twice recently. I passed first SPECIFICALLY to get to go first in the next round, and then my opponent got to act first.

My theory is that it's because i was about to take an action but cancelled.. does cancelling an action and then passing not count as passing? if so, either change that or make it clear somewhere.
