Player vs Player match. Overclock in game. I cast downpour as first and only action of a round. Round ends. The following round I am limited to one single action (not two). Opponent performs two actions as normal.

It happened just once, I'm trying to reproduce the "combo" but it takes a little bit of time, waiting for the right cards to show up against AI.

UPDATE: I finally managed to reproduce to situation (against AI) and I got the same result: only one action allowed the round after playing downpour
