1: 50% chance of adding or removing a +1 Attack token or +1 Health token

(No effect if remove token selected and none present. )

Interesting... just what exactly is domain chaos mean?

Also I'd suggest that the goblin have a higher chance of gaining than losing or as a whole this card would be useless

It's a balance issue. It's pretty cheap right now and has a 50% chance of a favorable outcome (2/1 or 1/2) with the first flip, and 50% of no change. The second flip has a 50% chance of going up to (3/1, 2/2, or 1/3), 25% chance of dropping back to 1/1, and a 25% chance of staying the same. So in brief, the odds are in the player's favor of improving stats until it has two different +1 tokens. I suppose they could be tilted even further by using +movement and +visibility tokens too.
