It's a little too cheap despite the domain cost. Additionally, it not being able to melee isn't really a disadvantage- it basically can sit in a hex and shoot all it likes.

In fact, I think it should be forced to melee and have its damage reduced by 1. Maybe give it some kind of upkeep where it loses aloft and can't take an action for one round out of every three.
