How exactly is it supposed to work? I don't know if it's a bug or not but sometimes, it can attack an opponent adjacent to it. Most often than not, though, it can't.

Buildings with attack and no range (like Stronghold and Fort) can only attack a creature that attacked them.

More generally, for a figure to be able to (melee) attack another figure, it needs to be able to enter the hex the attacked figure is in.
However, there's a special rule called "battleback". This rule says that if figure A attacks figure B, then figure B can always attack back, regardless of it's ability to enter the hex. This rule trumps any reason that would prevent figure B from entering figure A's hex (such as low speed, inability to enter water, fear, etc.).
Imperial Stronghold has a speed of 0, so it can't enter any hex except its own hex. This means that it usually cannot attack. However, if an opposing creature has attacked it this round, the Stronghold can attack that creature because of the battleback rule.

One thing I want to say though, if you give Imperial Stronghold movement through a card like Legs of Baba Yatsur, it can attack creatures without waiting for Battle Back (this is actualyl a great strat to pull with any building that has attack).

This does not hold true for ranged attacks, though, correct (assiming the opponent made a ranged attack from an adjacent spot)?

No just melee attacks. The idea being that they are coming to you.

Atahualpa: so yes, if someting shoots from adjacent hex, Stronghold still cannot battle it back (thus it's better to shoot everything if possible, besides another advantages like not losing flying protection (see Barkskin Dragon)) hope this was said clearly enough, lol, all those previous cryptic answers reminded me our politicians who are taking long speeches about nothing
