So does it shut down both sides of the portal? |

There are no "sides", each portal is individual instance. In case when we have only two, yes, single portal can't do anything, but when we had 4 and one was disabled we will have three active portals. |

Oh right. It's been a while since I've played the game. I forgot that you could have more portals. |
