Reason why the card is troublesome:
Mostly, it's just not very interesting.

Suggested change:
Earthquake Drill
Building
0/12/0/3
At the start of the turn, all buildings within range of Earthquake Drill takes 2 damage, and 3 Range tokens are added to Earthquake Drill.
