Is his ability to give +1 vision to one building at the end of a round is really that powerful to put him at 5 flux cost? I somehow don't see it but maybe I underestimate the value of vision in game

A building's control area is determined by it's vision. So you could use Constable's ability on a building who's control area is one hex away from a flux well, and then insta-build another building on top of it. So yeah, pretty damn useful
