It's overpowered. Extremely rare, but it prevents you form building next to your buildings, and from getting flux from adjacent wells.
Add a lifespan, or make it so that you can pay flux to remove it/make it inactive. Four flux and it cancels a 7 flux building.

Claimed with Blood or Desolation Totem are more powerful than this, because they permanently screw over a flux well. I don't think Trecheous foundation needs an adjustment.

It needs to provide control without controlling flux wells so that you can still build in the area without penalty.

In that case, wouldn't you just immediately build another building, and the card would have had very little effect on play? The fact that it makes you build from scratch is what makes the card powerful. If you take that away, you might as well make it uncommon, as it will no longer have as much play value.
