I don't think a tangler should be able to ping a creature that's already drowning.
I think it should probably stay the way it is.

Should a Tangler be able to hit an otherwise land-based creature that has been teleported/mis-scribed/etc into an adjacent water spot? |

normal creatures can't attack water spaces, so this is proper behavior. |
