Ignored users no longer can add new lines
Changed how starting rating is displayed. Users now start at 0 rating.
Caprikin Warlock and hypnotic Banshee can no longer target themselves

- Now returns your bet if no one bets against you
- You can now bet on the top player. This will allow you to bet on the top guy even if the top guy changes after you place your bet.
- There is now a bet bot that will always bet on the top player in the EC
