It doesn't stop them from using an ability, it only sets their speed to 0. This prevents melee attacking and moving only.

I realize that, but I was thinking it odd in this case.. How can one rebuild a wall\structure without moving? :-P

It's an ability, not a movement thing.

I suppose :-P :-P Ranged attacks work while entangled to, which I thought odd at first but I've come to peace with it... so I suppose I'll learn to live with this one too. :-P

Speed doesn't work like Action Points, that's the thing, I believe.

Actually, in terms of Entangling and using specials or ranged attacks I believe it's quite interesting thing from design point of view :)
