when a construction site is created the definition says that when construction site has no work tokens it turns into the completed building - doesnt this mean that if a brawn ox removes the last token from a construction site that site should be instantly turned into the completed building and not only on the next round?

Good point.Couldn't tell you for sure, but if it doesn't ( I don't believe it does), the text should be changed to "At the beginning of round, if site has no tokens, it is replaced with : X"

bump. in practice, if ox removes last token on the same round that building takes a killing blow, the building does not complete. in a recent game I watched, several very good players both expected otherwise.
as it stands now, there is definitely a bug -- if only in the wording.

Same, I've had this problem and many an expert and noob "who thinks he's an expert" (not noob_mexican) has ridiculed me as "stupid" for complaining about it. Looks like I'm not the only one.
