well the number of packs is theoretical, if you get everything you want per pack, unlikely to say the least, to build the precons your gonna need a lot of packs to get those multiples

Exactly. That's why I come to conclusion that there should be 2 rares per pack (right now it's like 14/15 of a pack is useless if all you need is a rare and sooner or later you will be in this position if you will buy several packs) and that pack should be slightly cheaper.
But looking for last jed's answer it looks like his way of economical thinking is strongly American so I highly doubt if anything will change in this matter

No 1 rare per pack is fine, makes sense, its rare. As far as things go i like the Odd rareness, mathmaticly i prefer 4 uncommons, rares generally are easy to aquire because of there high visability/demand, commons are easy to find. I've always had difficulty in on the card games of aquiring enough uncommons.
