Or consider making it an enchantment and call it something like "Crowded Markets"?

Such a card, as a creature or enchantment, would be crazy when coupled with a Bronze Statue...

Yeah, it would be a powerful card but I don't think too much so. I thought of that combo but the flux/domain costs essentially keep it as a late game changer.

It should be a creature (or building even with a few changes) to allow it to be more easily dealt with as enchantment removal options are slim.

I'm assuming I am reading that wrong. As I read it, all YOUR creatures get 1 movement.. I assume that is either "all creatures" or "target player's creatures" ?

Another way of saying it is that all of your creatures within a building's sight have terrain costs reduced to one per hex.

The idea for this came about largely due to what I feel is an imbalance with aloft. This allows some additional parity to enhance base defense and offense.

I read it backwards then, I thought you were limiting your pieces to one hex movement. You are trying to essentially make all of your creatures in the area of effect treat all terrain like plains then? Interesting. I think I kind of like the idea of bogging down the enemy's creatures if you are going with the "crowded markets" idea, which I realize was suggested later....

The opposite could work but it would have to be much more restricted or it would easily be unbalancing. Think Bronze Statue + Crowded Markets if it were based on controlled area. Even just for areas you control it would be unbalancing. You could do something like...

Crowded Market - XXX5 Building

0 attack, 5 health, 0 movement, 3 sight, 0 range

: Enemy land creatures in sight of Crowded Market can only move one hex at a time.
