Okay, for start, this is a card i would play in any and every deck (even funky ones like caravan of dreams&rift).
That alone sorta implies its pretty darned good.

Just going to a flux point and staking it for 4flux is loads better than bothering to build on it.
And then you do it in your opponents base...

Okay okay so it costs you a creature... oh you mean that free nether plasma? the one that actually gives one flux and two corpses? worried it's too slow to reach a base? coughplanarriftcough.
But really use just about any creature, seriously i'd trade just about any creature for a victory condition/flux advantage. (which capping an opponents or an neutral flux well really is).

Silly rabbit drop a stag on it... that will neutralize that foul obelisk that spawned next to your base . Oh wait....
(also lyssis)

Further it is better than ie. Traitorous Foundation. in 90% of situations.

Similiar thing: Totem of Desolation - same cost, anyone can use it. Costs no creature(other than the one that likely got killed trying to get to a point where you can actually cast the thing.. see requirements) easy to outright block from being used in the first place. Doesnt provide control.

and finally: Proposition:
Claimed with blood cannot be cast if adjacent to a controlled space.

thats what traitorous foundation is for...
