That's also really situational... I'd decrease the flux cost, make the armor loss permanent, and give it "draw a card".

In addition to permanent armor loss and getting to draw a card? Sure, it can be a spell.

or how about a card that steals a creatures armor?
maybe even as an ability...

dim: target creature not under your control looses x armor and target creature under your control gains the amount lost.

dim 2 flux, heal 1hp to target creature in sight.
