Two things happened in my recent games that hadn't happened before:
1. I sometimes drew basic buildings, even when I had enough domain for all cards in hand. 2. When I did need more domain, I didn't draw the correct one. Specifically, I had 2 Groves in play, and drew another one, even though I had both MF and Sylvan cards in hand.

To my limited understanding, I think you will draw a grove before a dwarven hall IF you have no more halls left in your deck but you do have groves left in your deck. Also, to my understanding, you will draw domain giving cards even if you don’t NEED them IF there are still some in your deck. Once you are out of domain cards in your deck, you will draw a default base only if it’s needed to cast something in your hand.
I believe it has always worked like this since the last change was made awhile back, but someone please correct me if I’m wrong.

In all cases, I did not have any additional default buildings in my deck at the time, and was drawing from outside my deck.

Hmm I don't know then. I can say that draw mechanics have seemed very shady at best lately even when I thought I understood them.

Hrmmm... did you have a card in hand that required 3 sylvan domain? Or perhaps if you had a neutral domain card that required 3 domain in your hand it may have just given you a random MF or S domain building...
By continuing to play with a few domain buildings in my decks, I must say I've avoided a lot of the pain people have experienced trying to manipulate the "draw from outside your deck" feature.

The current state of the autodraw should really be presented somewhere more easily accessible.
Btw, I havent noticed any change with having basic buildings in deck or not. My biggest issue currently is that once you reach your max domain via buildings you stop drawing domain anything.
Also 3domain decks are screwed cause you start the match with 3 domain buildings in hand... mulligan once and cry. (at least its what happens to me each time i play my stones deck).
ps. I havent actually used diplomats since i came back, just buildings and their variations. Ive heard things change with that, is that so and how? Could explain all the faceless diplomat mania.
