I played only with sample decks but this card was pretty much disappointing.
It could surely see a small buff.

This card is maybe in my top 10 of favorite cards. Just pray that one of the flux wells is near a mountain or hill. You can get the prospectors down in the first turn, waltz over to a flux well, control a nearby hill and build. Skip the whole construction-site nonsense.

Keep him the way he is.
