Salvage will now have this description:
Entity starts with Flux tokens equal to its Flux cost. Entity loses a Flux token at the start of every round. If Entity is removed but not sacrificed by the caster, the caster gains 1 Flux for each Flux token left on Entity. (The casting cost of Entities in play with Salvage is reduced by 1 for every Flux token)

So if someone possesses your Diplomat and sac's it you will get the flux. If you you sac your own you wont.

jed, what does this sentence actually exactly mean?

Zurken. It means that if you cast say, a grove. If it has 5 salvage tokens, then the price of that grove is considered to be 2 (7-5). I am fairly sure this is only so that Reclaim doesn't give 14 flux when you cast it on a basic building the round you cast.Might be other things that do the same, but reclaim is only one I know of.
Also, diplomats still give salvage.

Edit:The cost considered to be cost-salvage tokens is also probably for negate.Same reason as reclaim ;).

Yeah, that was originally added because of Negate. And now Reclaim and Whisk Away also gives you flux cost that could've been doubled without that addition.
