The first number is your ranking. The second number is the uncertainty in your ranking. You start with a high uncertainty and as you play more games it gets lower. It never goes below 35. If you haven't played in a while, the uncertainty in your ranking gets higher.
If you win a game your ranking goes up. If you win against someone much higher ranked than you then it goes up more. The amount your ranking changes also depends on the uncertainty. The more uncertainty there is the more your ranking will change after each game.
The leader board listed on the site is just Rank-Uncertainty.
There are two Rankings, Constructed and Limited.
Constructed games are games where you can make the armies from any available card in the game. These are most games that take place in the lobby.
Limited games are games where you must construct your army from a limited collection of cards. Drafts, Leagues and Sealed tournaments are all limited games.
These two types of play are fairly different so they each get their own ranking number.
