Does a building with zero vision provide control to the space it sits on? It must be so, since otherwise some of the zero vision buildings would not be very useful, right?
I'm sorry if this is the wrong place to ask, but I could not find a general questions thread.

No, they doesn't. And it was intended so. Buildings control territory that they can "see", but if buildings vision is 0 it see nothing.
