Dag Cannon can attack figures next to it, which it didn't used to be able to do. The "cannot melee" I thought prevented that.

I believe you can range one space away, and it will still be ranged, like an archer shooting an adjacent leprous shambles and still be safe.

I believe melee is attacking a figure by moving into it. So it seems to me that the dag cannon cannot move and attack, but can still range a figure in an adjacent space.

So I think it is correct, but of course I am not a developer.

Well, if you attacking adjacent target it doesn't mean that you melee it. I'm sure that you never thought about Earthworks, that "melees" adjacent figures.
Figure that can shoot able to choose to shoot or melee adjacent target when not changing it's place.

You must really want to kill the creature if you are letting your dag cannon take splash damage :-)
