Flavor Text: He likes to make friends. Sometimes, he's a bit too pushy.
Art: A smiling and confused young wizard, surrounded by the remains of small powered creatures, with a small army of powerful ones behind him.
Ability: Any living creature damaged by Hazardous Charmer is under your control and are enchanted with Heal (1). When Hazardous Charmer is destroyed, those creatures return to their original owners control. Heal (1) Enchantment remains on those creatures for the rest of the game.
My first impression was: This would be extremely powerful against big creatures.
How about making it deal "charm counters" instead of normal damage, remove the heal thing and give you the control of the creature when it has X or more charm counters, where X is the flux cost of the creature?

That's why I made it so that, when you kill the Charmer, control goes back to the original owner and they get to keep the Heal(1).
Of course, if we had the damage dealt in charm counters instead of as real damage, the Heal(1) should go away... and he should get "Battle Ready"
