Dispel Flux is typically used in rush decks. These decks take a lot of actions each turn, so it shouldn't be hard for the opponent to take the first action every turn. As long as that first action is used correctly, the Dispeller shouldn't be netting flux. There are some players that I've never been able to DF for more than 4-5 flux, and sometimes I'm stuck with it for a long time, before they never have more than 2 (after that first action).
That said:
1. Just one glitch, were you lose concentration and let yourself get hit for 8 flux or so, could mean game (especially the rush deck is otherwise applying pressure). 2. A Dispel Flux for 4 is still beneficial for the rush deck. Even though there's no net flux gain, it gives the weenies a free turn to hit buildings in.
