Call me crazy, but shouldn't the card read "Home Guard can't move where it can't see a FRIENDLY MF base." and likewise for the second condition as well. It's not really guarding home if it's off attacking another player's dwarven hall.

This has always bugged me, but it's never really been a huge deal because most people don't use it except in limited.

OP is rite, it should be only for home bases.
I would go further and say ALL friendly buildings tho.

Also, i think the point of it was so that if you want to sacrifice the unit to move away and hit someone further off, its your choice, which is a good thing.
