I had a Keep and two Trade Routes in play.

My Royal Guard was a 3/4.

I played a 3rd Trade Routes, but Guard stayed 3/4 and didn't become 4/5

You never get more than 3 levels of a specific domain. Or am I missing something in your post?

Voices is correct. You can never have more than three of a domain in any specific situation, otherwise CI Royal Guards would run around raping us.
