Cast a Flash FLood

Cast another one the next turn..

The third turn, the first flash flood goes away, and the world becomes land, even though another one is still in play.

Hmm is this a bug actually? Doesn't Flash Flood say the terrain is returned to its state before the flood when Flash Flood leaves play? So when the first flash flood leaves, it returns all the spaces it made into ocean back to land. The second Flood had no effect at all unless some occupied land spaces became unoccupied in the between.

Hmm...If the floods return land to the state before the flood, wouldn't the 2nd flood then return everything to water when it left?
