I really, really, like this idea. I think you could even further restrict the amount of similar cards (15?).
Another small tweak could be that the order is randomly selected, but you necessarily get to play all 3 decks in the first 3 rounds (if you advance).

Highlander tournaments: at least decks look different when you can only have one of each card.
